Some presidents only want to threaten and bully other countries, and they don’t care what the rest of the world thinks.

But occasionally America has done good things to help people. That was the case in 1921-23 with Herbert Hoover’s ARA (American Relief Administration).

At this time, Russia was suffering a terrible famine. Five million people starved to death. So America sent administrators and food to Russia.

By the summer of 1922, American kitchens in Russia were feeding 11 million Soviet citizens per day. That’s right, every day.

The ARA also had a medical program, and many Soviets were given a vaccine that fought cholera, typhoid, and dysentery.

The Bolshevik government needed the food, but they were not interested in publicizing where the relief came from. By 1930, the Soviet government was claiming that the purpose of the ARA had been espionage.

That explains why the ARA may not be found in Soviet histories. Have you heard about the ARA? Do you believe it?

Student Brainstorming Activity

Put students in groups of 3 or four. Ask them to write four lists:

What good things has America done?
What bad things has American done?
What do you like about America?
What don’t you like about America?

Afterwards a “hot” discussion should develop.
